The European Development Days (EDD) brought together the whole development sector from Heads of State to NGOs and experts. The discussions and proposals covered global challenges such as the financial crisis and the G20, and the food crisis. However, this event also dealt with local challenges such as the significance of local authorities for combating poverty and launched the European Charter on development cooperation in support of local governance. Representatives from the main families of European players who contributed to the development of this Charter were present.

The Commission today proposed for an increased dialogue with local authorities aimed at increasing their participation in the design and implementation of development activities. The Commission believes that local action is at the core of development policy. During the UN Climate talks in Bali in December 2007 UCLG, ICLEI, the C40 Group and the World Mayors Council for Climate Change started the World Mayors and Local Governments Climate Protection Agreement. The agreement reaffirms the will of local governments to accept the challenge and co-responsibility to take action to prevent the dangerous effects of climate change and calls upon national authorities to support local governments by providing adequate mandates resources and international instruments to achieve the common goals. The broadest possible number of signatories to the agreement would also be a clear signal of the recognition that local governments should get in the process between Bali and Copenhagen. &lt;br /&gt;
